One dated scan, live endpoint behavior, not directory listings. We scanned 14,652 pay per call resources across 1,971 hosts declaring 47 networks. 13,146 (89.7 percent) return a well formed 402 that could settle, 1,421 (9.7 percent) cannot be paid with either GET or POST, and 73 were unreachable. A PAYABLE verdict means the challenge is well formed and, on Solana, the destination account exists. It is not a claim about delivery, quality, or honesty. That is a separate, behavioral question.
47 networks looks like a broad multi chain ecosystem. It is mostly one host. agent402.tools declares 583 endpoints, about 4 percent of everything we track, and replicates that same list across 12 chains. Counting distinct endpoints per network, that single host is:

On eight of these networks a single host is between 74 and 99 percent of the payable endpoints. Remove it and those networks collapse to a handful of genuine ones. Base, the real center of gravity, is only 4.5 percent agent402. The real x402 map is Base and Solana, plus a short list of others.
In the model declaration slice we monitor, drawn from a public 2,282 path population, api.magentlab.com was 844 paths, about 37 percent of that slice, and payable on 6 September. It is now unreachable on every path our scan tried, with DNS still resolving. The service has simply been down for about a week, and no directory flagged it.
Nine endpoints changed the model they declare this week without notice. Two, on uxus.finance and cryptorisk-api.vercel.app, switched to the identical six model list on the same day, which points to one operator behind two names.
Still zero across the same population. We began measuring before anyone adopted it. A week on, no one has.
Counts of declared endpoints are inflated by a single host and destabilized by silent disappearances. If you are deciding whether an agent can pay a counterparty, a directory listing will not tell you. Only a live check will.
